SENATE RESOLUTION NO. 17
(By Senators Walker, Wehrle and Lucht)
Expressing support for the development of a protocol for
responding to sexual assault.
Whereas, Sexual assault is a crime of violence perpetrated
against women and men of all ages; and
Whereas, The fear and trauma of sexual assault is compounded
by investigative, medical and prosecutorial procedures that may
be embarrassing, frightening or intimidating; and
Whereas, A protocol for responding to sexual assault victims
of all ages will establish guidelines that provide compassion and
consideration for victims, while allowing for the intervention of
medical treatment, victim support and the criminal justice
system; and
Whereas, The West Virginia Foundation for Rape Information
and Services is a nonprofit, federally-funded corporation
established to coordinate services for victims of sexual assault;
and
Whereas, The West Virginia Foundation for Rape Information
and Services is developing a model protocol for responding to
victims of sexual assault and is to be completed by October,
1994; therefore, be it
Resolved by the Senate:
That the Senate hereby expresses its support for thedevelopment and implementation of a protocol for responding to
sexual assault in West Virginia; and, be it
Further Resolved, That the Clerk is hereby directed to
forward a copy of this resolution to the West Virginia Foundation
for Rape Information and Services.
